keyboard layout changes during log in when asked for de-encryption unencryption password + user log in

hi there,

i would like to thank any contributers to ubuntu mate for such a sturdy, stable and featurefull piece of software.

issue with keyboard layouts selected during set up and passwords for encrypted volumes and user accounts at startup. If i select a keyboard layout that is not the typical qwerty during set-up (in this case an alternative uk layout that is not qwerty), the password i enter for encrypted volumes and user accounts, during set-up, gets entered in qwerty, not the keyboard layout i selected (and there is no way of knowing it is being entered in qwerty). but at boot, after install, the keyboard layout i selected comes into effect (as one would wish. so if i entered "password" as a colemak layout, during set up it would be entered as "raddw;sg" (as i would be typing thinking it is the layout i selected but it actually is qwerty, but during startup, after installation, i have to type in "raddw;sg" in the original layout i selected.

This can be remedied by

1) correcting the keyboard layout in setup, so that the layout selected in the beginning continues to be the same throughout the set-up, including in the setting password pages.

2) giving the ability to see the password being typed during installation.

3) and to avoid confusion, even though the booting de-encrypt password page seems to be in the keyboard layout selected at set up, displaying which layout is in use would be helpful, or even allowing one to change the layout, at the booting de-encryption pages where one is required to enter a password.

The above was with Mate 18.10. I have tried an install with mate 19.04 and did not have any issue. Then I did a reinstall and had a similar issue. So at set up I select a UK variant that is not qwerty but it gets entered in Qwerty, but at dencryption boot and user log in the layout is in the uk variant (but i have to enter what i entered at set up in the qwerty layout).

In Lubuntu there are similar issues however the layout order changes (during install the UK variant is used througout set up, but during boot and log in the layout is changed to QWERTY with no indication).
