Maximizing a window hides the decorations in a multi-monitor setup

Bug Description
I have a three monitor setup.
1. Laptop monitor (primary)
2. Lenovo monitor (configured to be on the upper side of the laptop monitor)
3. Dell monitor (configured on the upper right side of the laptop monitor, on the right of monitor 2.)
When the laptop monitor is set as primary, the maximizing of a window causes the decorations (minimize, maximize, close) to be hidden behind the upper panel). When the 2. or 3. monitor is primary, it works normally - the decorations are bellow the panel.
