Indicator applet icons don't scale with panel size

Bug Description
I use Ubuntu-Mate on my kodibox connected to my TV. I make the top panel a size of 48 pixel. The menu and shortcut icons become bigger, but the indicator applet icons stay small. I use the arc theme and the numix-square icon set, but it also happens with the standard theme and icons.
