slow boot/shutdown after upgrade

Bug Description

Very slow boot/shutdown after upgrading a System 76 desktop from Ubuntu MATE 17.10 to 18.04 LTS.

Console showed the boot/shutdown delay was caused by timeouts for ifup/ifdown of eno1, the wired network interface.

The /etc/network/interface file for this desktop included configuration of a static IP address within a household LAN to permit access to a calibre e-book library from other devices on the LAN. This was initially set up in v16.04 LTS thus:

Googlemancy suggested that Ubuntu network configuration handling had been rewritten and should be set up through Network Manager. I therefore commented out the above lines in /etc/network/interface and configured the static IP for eno1 using the Network Manager GUI and the same parameters.

The timeout went away, and the system now boots and shuts down at normal speed.

Submitted with the suggestion that a note be added to "known problems" so that anyone who has a customized /etc/network/interface, and who experiences the time-out on ifup/ifdown, can resolve the issue quickly. Thank you and keep fighting the good fight.
