Menu icon cannot be set to custom size in Ubuntu Mate 18.04

Bug Description

 I am currently using Ubuntu Mate 18.04 and using the mutiny panel layout.
 I am trying to set the size of the icons to some custom value but it is not resizing.
 I changed the size through dconf-editor.
 Default value:22
 Changed value:10
 But even after restarting the virtual machine the icons are of same size.
 Virtual Machine Type:VMWare
 RAM:5GB
 Disk space provided:40GB
 CPU:Intel Core i3 4005U 1.7GHZ
 VMWare tools installed.
