Fractional scale values for HiDPI displays

Bug Description

I have HP 15-au027ur notebook with 15-inch 1920x1080 display, and it seems that Ubuntu MATE does not scale properly on it. All text is relatively small and even a bit hard to comfortably read. There are only two options for HiDPI in MATE Tweak - "Regular" and "HiDPI", that corresponds to x1 and x2 scaling, but it seems that the more appropriate value for my display would be something like 1.25.

Maybe I also need to point out that Windows 10 on my notebook scales properly to 125% by default, so I wish that Ubuntu MATE will be able do this too.

GTK+ only supports integer scaling, so anything other than 2x is hard to impossible. You can adjust font sizes and DPI, however. This is available in Appearance → Fonts (or open through MATE Tweak → Windows → Fonts).
