Icons in the ~/Desktop folder are not visible on the desktop.

Bug Description

I have this problem as it is described and have tried various things to cure it under the tutelage of Bill_IM (see this thread: https://ubuntu-mate.community/t/files-in-desktop-folder-not-showing-on-desktop/15475)

I have now seen a similar problem in this thread: https://ubuntu-mate.community/t/no-desktop-icons-or-files-with-two-monitors/15514/2 where the OP has no desktop icons when using two monitors, but can get them back if he disconnects the extra monitor.

I have tried all the options suggested in yet another thread involving MATE-tweak and the Desktop option and nothing has worked. I did a re-install of the sys partition (I have / and /home partitions) to get rid of this problem, and at first I had the Home folder icon on the desktop. Now nothing and there should be at least two icons and maybe one or two mounted disks.

The 16.04.03 LTS version. I'm currently running another installation
which doesn't display this problem. It seems to be hard to duplicate.
