I can reproduce this in 18.04 amd64.

- open Sound Preferences
- select any sound theme
- move alert volume slider all the way to the right
- open Pluma
- press cursor up
=> sound plays at max volume (ok)
- move altert volume slider in Sound Preferences halfway down
- click on Pluma again
- press cursor up
=> sound still plays at max volume (expected: half volume)

I can replicate this too in 18.04.
All updated.

Sound Volume has no effect.
Bell sound also keeps playing over any of the other alert sounds, at full volume.

I can Mute Alert sounds, and the "Enable window and button sounds" checkbox seems functional, but not the "Alert volume" slider.

I discovered this while testing a custom startup sound: it came in at full-blast level (and I do mean "blast"!); the top-level "Output volume" works, but I can scarcely adjust that during bootup. If the slider worked, that would solve my need, as I don't play any other system sounds.

Thanks for any help in fixing this.
