Power manager notifications and main bar don´t behave normally after upgrading to 17.10

Bug Description

After I upgraded to 17.10 I have problem with mate power manager.
Firstly, when I disconect my charger from laptop, icon in main bar freezes and after some 50 seconds charging battery icon changes to not charging battery icon and intead of a pop-up notification, window with a message that reads "battery is discharging" opens. (So at the end of the day, I have to close like 10 windows.)
When I plug in the charger, icon in main bar changes immediately and sound that is supposed to play, when I plug in the charger plays. However no pop-up notifications is shown.

Maybe I should also note, that I have about 1.4 GB of free space on / and I had to uninstall many programs before upgrade.
