Notifications area not allowing for oversized icons

Bug Description
Ubuntu-Mate 17.10 upgraded from 17.04 and using MATE 18 and Notifications Area 1.18.4
See attached image, showing the Keyboard Selection icon , which is a double-wide one, overlapping and hiding part of the Network Manager icon. Thus hiding the Locked/VPN part of the nm icon.
It may be that the Notifications area legitimately does not support wide icons, as it would not expect to display any.
I suspect underlying problem is that the Notifications area is usurping/claiming as its own normal panel icons! Both the Keyboard Selection and Display properties icons are ones that I added to the panel (not to the Notifications area), but which over time have been 'grabbed' by the Notifications area.
[ Would be quite happy to have as normal panel icons, but can see no way to get them back. Move, etc., options not available. ]
I use a laptop with external monitor which is set as Primary when attached, so possibly moving panel from 1 screen to the other is cause for the Notification Area's icon acquisition behaviour?

Can you reproduce this bug with newer version of Ubuntu MATE?
