Sound and contrast indicator inconsistency

Bug Description
This is not a bug but merely an inconsistency in behavior. As a frequent user of the FN + arrow keys, if the volume is set to 100% and I press PLUS (to increase the volume) the indicator shows up as a full bar.
If I do the same with the brightness of the screen (for which I have FN + arrow keys too) it does not show up if the maximum is reached already.
As stated before, this can hardly be classified as a bug but still it's a design inconsistency which caught my eye.
