Panel icons stops working if you remove before closing them

Bug Description

The MATE Panel's icons will stop working if you remove if removing the newly added panel before you close the window.

To reproduce
1. Right click on the MATE panel -> "Add to panel"
2. Scroll down, select "Window picker" -> "Add"
(the window picker icon added in the bottom-right corner)
3. Right click on the "..." icon and select -> "Remove from panel"
4. Close the "Add to panel"-window
5. Repeat step #1 and #2 again
6. Click on the window picker's icon (the window is minimized)
7. Click on it again (the window is not maximized as expected)
Any new windows you add (like the terminal) will not be maximized by the icons either.

Tested on Ubuntu MATE 17.10 Alpha 2

Can you test again using the current daily image for Ubuntu MATE 17.10 and let me know if this issue is still present. Thanks :-)
