'Move' action selection for panel items often only works while mouse is hovering over item to move

Bug Description

When the context menu is brought up over the item, the cursor is swept down and 'move' is selected, the move action is often immediately canceled.

In contrast, if the context menu is brought up but the 'move' action is selected by keyboard (arrow keys or 'm') while the cursor remains over the item, then the cursor changes into to a 'grab' and the item can be swept left and right, as expected, until the action is complete.

What version of Ubuntu MATE are you using? ANd what application are you using that exhibits this behaviour? I can't reproduce what you're describing.

Gosh I forgot about this one. I haven't had this problem since migrating to the distribution proper. I think I filed this bug in the wrong place; I was having a problem with the DE in Ubuntu 16.04 not Ubuntu Mate.
