window placement problem on external monitor above laptop monitor

Bug Description
In display settings, an external monitor is moved from the default position to the right of the main monitor to a position above the main monitor. Windows opened or dragged onto the external monitor now cannot be placed in the centre of the display. When attempting to drag them towards the centre they suddenly jump across the screen and reappear on the other side. (See attached video)
The problem is not observed when the external monitor is arranged to the right of the main laptop display. It occurs only when the external display is placed above the main display as described above.
The amount of screen area on which windows cannot be placed is dependent on the size of the window. In other words, smaller windows jump more than larger ones. (This is also illustrated in the video)
Window snapping is disabled.
Hardware specs are as follows:
Computer: Dell Latitude 7370
GPU: Intel HD Graphics 515
External monitor: Dell P2715Q (Resolution 3840x2160)
The external monitor can be connected one of two ways: via a USB-C docking station or directly to the mini-hdmi port on the computer. The problem described above occurs regardless of how the external monitor is attached.
I am currently running Ubuntu MATE 17.10. The problem was also observed in 17.04 and 16.10.
The problem only occurs while using Marco. After switching to Compiz, windows dragged around on the external display move as expected.
