Cannot turn off emulated middle-mouse click

Bug Description

There doesn't seem to be a way to turn off emulated middle mouse click(left+right click = middle click)
Have tried various ways to disable it in xorg, none of them work.
The optimal solution would be an option in the mouse settings.

I'm using 16.04.1, but I've had the same problem since initial installation about a year ago.
I tried installing gnome yesterday, and I can't recreate the bug there.
