Unable to remove Flash if installing 3rd party additions

Bug Description
I recently installed the 17.04-beta2 and during install I enabled the third party additions (flash, mp3, etc...)
Then when the welcome splash screen launched I...
1: ...clicked on "Software" to get into the software boutique
2: "Internet" and then "Remove" under Flash. It's listed as installed.
3: "Bulk Queue" -> "Apply changes"
4: The error message I get is
"Package isn't installed
There isn't any need for removal.
Package libhal1-flash isn't installed.
Also, I've to click on "Close" twice. It appears twice.
5. Afterward the notification in the top right corner says:
"Adobe&
A problem is preventing this application from being removed"

I can confirm both bugs.
Reproduced in a 17.04 Alpha2 VM.
