laptop not booting when not plugged in

Bug Description

Toshiba Satellite C850d won't boot if the charger isn't plugged in.

After a couple of seconds the screen goes black and the system is enable to startup.

If already booted (with AC in) and I plug off the charger, it works fine.

I've already tried to change the power settings ("on battery power" menu) but it doesn't affect the startup.

OS: Ubuntu Mate 16.04 LTS
