Clock Format options not appearing if you use a Region Format that isn't English.

Bug Description

If you are using a region format that isn't English the Clock Format option on the clock's preferences wont appear, and its not possible to change to a 12 hour clock. If you use for example Spanish language with English Regional Format, it appears.

This happens on both Ubuntu Mate 16.04 and Ubuntu Mate 16.10.

This should be fixed in Ubuntu MATE 17.10 daily, can you confirm please.
