wireless network selection not possible, but still connected and wrong network manager icon

Bug Description

A variant of the well known bug with network manager. My issue is that the wireless connection is still working after suspend, however the icon in the panel is wrong (two arrows) and I can't use the applet to do any normal wifi operations such as connecting, disconnecting or searching for available networks.

Fresh installation of Ubuntu Mate 16.04.1 with all available updates applied.

'nmcli dev' output:
wlp2s0 wifi connected xxxxxxxxx 1 (real SSID replaced with x, but the 1 is not part of the SSID)
lo loopback unmanaged --

'ip route' output:
default via dev wlp2s0 proto static metric 600 dev wlp2s0 scope link metric 1000 dev wlp2s0 proto kernel scope link src metric 600
