Time in panel doesn't update when new time zone is chosen

Bug Description

To reproduce this problem:

1) Click on the time applet in the panel and click "Edit" (next to "Locations").

2) Click "Add" and add a new location (in a different time zone than your own)

3) Close "Clock Preferences"

4) Set your new city as your home city by hovering your mouse over its name and then clicking "Set". The "home" icon will now display next to the new city, indicating that this is your computer's primary location.

5) Notice that the time in the panel still reflects your old city's time zone. A logout, restart, or possibly a panel reload is required to display the correct time in the panel.

This is a bit annoying to deal with as someone who always puts his laptop to sleep and travels throughout various time zones frequently. I'd love to be able to display the current time of my current city in the panel without logging out or restarting the computer.

The time is updated when the next minute rolls over.
