Bug Description

Hi,

Just open MATE Tweak, set the Redmon Panel Layout and mark "Enable advanced menu". Now try to drag/reorder favourite icons (you can't).

Using Daily Build from 23/sept/2016. Ubuntu Mate 16.10.

Tested on the fresh Ubuntu Mate 16.10 beta2 released today: Still not fixed.
