Bug Description

Ubuntu Mate 16.10 Yakkety Yak (development branch) from 2016-09-18

MATE doesn't give a possibility to configure default keyboard configuration of the login screen.

I missed to configure correct keyboard on installation. Afterwards changed the configuration in MATE to a german layout (QWERTZ), but LightDM is still use us english layout by default. Additionally the used configuration is not visible to the user (thus may not note the missconfiguration). At least the keyboard option should be enabled by default.
Without changing some a configuration script the layout can't be changed for all further sessions either in the Login-Screen or LightDM-GTK+Login-Tool.

This is configurable in System -> Administration -> LightDM GTK+ Greeter Settings.

what? No this is not configurable in the given tool.

The LigthDM GTK+ Greeter is only capable to enable the keyboard button in the menu. The keyboard there can only change the keyboard layout for ONE session.

It is still not possible to configure the DEFAULT keyboard layout. So setting the bug to invalid is not an option.

I'm not sure that the greeter for a graphical user session would be the proper place for changing the default keyboard configuration. A GUI option for the purpose might fit in some equivalent to unity-tweak-tool or gnome-tweak-tool.

The terminal command for changing the default keyboard configuration is:

sudo dpkg-reconfigure keyboard-configuration

(Optionally you can edit /etc/default/keyboard manually.)
