Bug Description
Alt+Tab task switching only considers open windows, minimized tasks are ignored. This seems to happen only in the Compiz Window Manager.

This affects Ubuntu MATE 16.04, but works correctly in Ubuntu MATE 16.10.
The default switcher in Ubuntu MATE is the Application Switcher. `Show Minimized Windows` is defaulted to ON, but this setting is ignored. Switching windows with Alt+Tab will only switch windows that are not minimised, regardless of the setting.
