Window heading hidden behing MATE menu, making it difficult to drag window between monitors

Bug Description

When maximising windows, the browser header (with control buttons for "minimise", "maximise", ect) is hidden behind the MATE system menu. This makes it difficult or impossible to move the windows around. This may be related to using two monitors in my system, with one monitor configured to appear 'above' the primary display.

A possible clue to the underlying issue may be that I have a dual monitor setup. My primary monitor, on my laptop, is configured to appear below my secondary monitor. This is to mirror the physical relationship between the two monitors on my desk, which has my secondary monitor on a stand above my laptop monitor.

When MATE is first initializing, the top menu appears on the secondary monitor for a brief moment before attaching itself along the top of my laptop monitor, which is my primary display.

I thought I had posted this previously. My Os version and MATE version are:

* MATE Desktop Environment 1.8.2
* Ubuntu Mate 15.04

Can you try Ubuntu MATE 16.04 Alpha 2 in the Live session and let me know if this issue still persists? Multi monitor support was improved in MATE 1.12 which is now include in Ubuntu MATE 16.04.
