No panels visible on restart after install

Bug Description

I have tried installing Ubuntu MATE LTS and 15.04, in both cases the install seems to go just fine but when the system reboots all I get is a screen with the background image but no icons or panels.
If I right click I can open up a menu but that just changes the background or opens a terminal window, thats it.
I can see that the mouse arrow just goes offscreen at all the edges so it is not because the screen it too big for the monitor

I read somewhere on a Mint forum that entering
mate-panel --reset
in the terminal window cures similar issues but this did nothing for me..

My system uses an intel i3 4130T processor, mobo has Intel H81 Express chipset and I am connecting to the monitor with an HDMI connection (no VGA option)..

I previously had Lubuntu installed with no issues.

Note I forget to mention I installed 64-bit versions of Ubuntu MATE.

Also I launched the Mate Tweak Tool from a command line in Terminal but no matter what panel setting I chose, nothing appeared on the desktop even after rebooting...

mate-display-properties
offers a look of sane display configuration?
(as I read the bug description it sounds to me like you are looking/interacting with extended desktop display)

Yes it was all down to the monitor settings. For some reason the Ubuntu Mate thought I had dual displays and my real display was not set as the primary display.
My mobo has two outputs a DVI and an HDMI, but nothing is connected to the DVI port so it is not too smart that Ubuntu Mate decided to go into dual display mode and chose the one with nothing detected as the primary...
Note I got the same issue when I tried to install Linux Mint Mate 17,2 so thats when I eventually figured out the dual display thing..
So there is a common issue here

It might be kernel regression as I had this issue before, whereby what ever xrandr configuration I tried one of the crtc always had status "connected".

Please try Ubuntu MATE 15.10 live session from a daily image, we've recently made improvements to how monitor detection works.

I have Ubuntu Mate LTS 14,04 installed and I dont want to mess with it too
much but at any rate on my system Ubuntu thought I had two monitors when i
only had one, connected to the HDMI output of a mini ITx motherboard Asus
H81T,
So what I saw onscreen was the second monitor display with no menu bar.

I managed to fix it by running the display setup started from a terminal
window.

This only happened after I had installed Ubuntu Mate, not while I was
trying it out.
