Bug Description

Ubuntu-Mate 15.04

If Caps-lock is active is active prior to entering lock screen, the Caps-lock warning will not be displayed on the unlock dialogue.

So to duplicate;

press Caps-lock
lock the screen
no indicator
if the password were entered here = rejection

press caps lock
still no indicator
if the password were entered here = success

press caps lock
Warning Caps Lock
if the password were entered here = rejection

Retried after seeing last comment. Still not appearing when screensaver starts and capslock is already on, it does not state so on login screen.

It only appears after I turn it on off then on again.

On 15.10 the Caps Lock message doesn't appear until a password is started to be typed. So if that is what the OP is saying, then it has carried over to 15.10. But there are bigger problems with the lock screen in 15.10 because it doesn't unlock with the correct password.

Reconfirmed on 15.10 release (upgraded in place do-release-upgrade)

Caps lock indicator not appearing in lock-screen unlock dialogue.
This only occurs when capslock is already on prior to entering lock-screen.
Cycling the caps-lock off then on again is still the workaround.

Cass is correct on 15.10 release. The Caps Lock message does not appear unless the 'caps-lock off then on again' workaround is pressed.

In 16.04, starting to type something in the password dialog does alert the user that caps lock is on. Cycling the caps-lock off then on again flashes the "Caps is on message" but it never stays on. It simply flashes in the background briefly.

This is fixed since Ubuntu MATE 16.10 when the migration to GTK3 happened.
