auto hiding menu bars "hide" to adjacent screens in multi-monitor configurations

Bug Description

I have vertically stacked dual monitors. Auto hiding the bar shunts bar to bottom of top screen. I am using noveau driver. Am I missing a tweaked setting?

I can reproduce what you describe on my dual monitors that are side by side.

15.04 & 14.04.2 LTS, using the Nvidia driver is worse (!)

The fix requires some reworking of the mate-panel, it won't make 15.04. Sorry.

I believe it to still be better than Freya. I just have to run full screen apps/programs in my top monitor. 15.10?
