Scrollbar and its background have very low contrast. In some situations (if the slider on the scrollbar is small), such as browsing a folder with many files (/usr/bin for example) or reading a long document (in the web browser, Atril, Pluma...), his position is poorly recognized. Tomáš you make a good point and this is why for individuals with low vision the we provide the ContrastHigh and HighContrastInverse themes. You can activate them via System -> Preferences -> Appearence

Neither ContrastHigh nor HighContrastInverse do change the color of the scrollbar. It stays light grey on not-so-light grey.
I have a good vision, but I still find it extremely annoying.
