Install successful but ask for reboot

Bug Description
At end of successful installation (just install, not try-and-install) from Ubuntu 18.10 "Cosmic CANIMAL" - Alpha amd64 (20180505)
After "Installation is complete. You need to restart... restart now"
I click on "restart now"
I have a black screen with a message:
Please remove the installation medium, then reboot.
I removed the installation medium but message does not disappear.
I was forced to use hardware poweroff. At restart system works fine.

Installing from same ISO with try-and-install i found no problem: i see for a moment the same message
"Please remove the installation medium, then reboot." and then the system reboots automatically.
if needed I can attach /var/log/installer from just-install and try-and-install
same problem on 3 different hardware and also with Ubuntu 18.04 LTS "Bionic Beaver" - Release amd64 (20180426)
This is a bug with whatever package runs the installer - not the testcase.
