KDE panel stops responding when System Monitor is open

The KDE panel (i.e. all its menus and widgets) stops responding to any mouse clicks when the KDE System Monitor (KSysGuard) is open. I open the System Monitor from the menu, then it opens up and works normally, but the KDE panel freezes. All other programs seem to work fine.
When I close the System Monitor I get the error message: KDEInit could not launch '/usr/bin/ksysguard'
After that the panel starts to work normally again.
I am using kubuntu 15.04 beta 1 in a live session.

You've reported a bug against a testcase. It looks to me like you have a real bug - that needs to reported against the relevant KDE package.
