Bug Description
Testcase 1571.
In the layout options section, step 10 says just to highlight the newly added layout and then when you start typing, you should see the new characters. However, it looks like you first have to move the new keyboard layout to the top of the list with the up arrow in order for it to become active. A new step should be added to the testcase to reflect this.
