https://manpages.ubuntu.com/manpages/kinetic/man3/pthread_mutex_consistent.3.html#notes has correct text for 22.10, but for older variants (including 22.04 LTS), it doesn't show the correct information re: the old pthread_mutex_consistent_np call.
