non x86 man pages seem to be missing

Bug Description

Hi,
it came to my attention today that several tools can't be found on [1].
I think anything not available on x86.

One could argue that all docs should be split out to -doc packages that are arch:all but that is usually not true for the manpages AFAIK.

Examples that I found missing:
- chzdev of package s390-tools (s390x only)
- ppc64_cpu of package powerpc-ibm-utils (ppc64el only)

The above are jsut examples, I'd assume that all non x86 are missing but leave the final decision to someone experienced in this. It would be great if the generator for the web would be able to include all those.
