Manpages server doesn't seem to processing server-side includes (SSI)

Bug Description

Manpages on manpages.ubuntu.com are now showing up as plain HTML without any CSS. Inspecting the source (for example, of view-source:http://manpages.ubuntu.com/manpages/wily/en/man1/split.1plan9.html) shows this:

       split - split a file into pieces

Seems like the server is no longer processing SSIs.
