Bugzilla cannot determine timezone; no useful help available

I downloaded, installed, configured and updated Ubuntu 14.04 LTS server for use with Bugzilla 4.4.

I created new products and components but could not create any component bug reports. Each bug report was rejected because timezone was not known despite command lie verification of America/New York,

Ubuntu on-line documentation notes duplicate problem reports by other users but, over the past several years, has provided contradictory suggested fixes without ever closing the bug with the definitive, effective solution.

Finger pointing includes Bugzilla, Apache and Time components. Yet there are few instructions for a new user to locate the files and lines to change.
