Bug Description
In Flanders, the Northern part of Belgium, we use the Belgian keyboard layout (an AZERTY one) but we speak Dutch. No keyboard is suitable for us.
There is a Dutch keyboard, but it has a QWERTY layout, this is correct for the Netherlands but not for Belgium. There is a French AZERTY keyboard, but spell check doesn't work because we speak Dutch.

As a minimum, an option 'Flemish' ('Vlaams') could be added. You can use the French layout and the Dutch dictionary, that will be fine.
OR
Ideally input language and keyboard could be more independent. Another mobile OS lets you fine-tune your keyboard, such as choosing a layout. E.g. when I select the Nederlands ('Dutch') keyboard, let me choose between QWERTY, AZERTY and DVORAK.
