Typing 'Shift', then a letter, then Shift again quickly puts keyboard in CAPSLOCK mode

Bug Description
Steps to reproduce:
1. Open the keyboard
2. Tap the Shift key, then any letter, then the Shift key again as rapidly as possible
Expected result
State of the Shift key is 'Shift ON'
Actual result:
State of the Shift key is 'CAPSLOCK'
This seems like a minor bug but it causes test failures as the Autopilot helpers are checking the state of the keyboard when typing and fail when they realise the state is CAPSLOCK and not Shifted as expected.
