[osk] does not have ascii double quote

The first page of symbols as a single quote, and the second page of symbols has 3 different smart quotes, but no ascii double quote. The ascii double quote is an important character on a free, hackable device.

I just checked the latest promoted image on trusty, and it is present on page 2 of alternate characters (it is to the left of the smart quotes).

No where-- I consider the bug is now fixed. I didn't mark it as such in case there were other trees to update, etc.
