arp_ndisc_evict_nocarrier.sh from ubuntu_kselftests_net is flaky with Azure Standard_B1ms

Bug Description

This test is just failing with Azure Standard_B1ms from J-azure-6.2 to M-azure. And it's never found failing on other Azure instances.

Also it can be found on M-aws-6.5.0-1011.11 a1.medium and M-gcp-6.5.0-1009.9 g1.small as well.

One common point on these 3 instances is that they're running with 2G ram

The test is a bit flaky, it's not guaranteed to fail when I try to run this manually.
