ubuntu_performance_pts, ubuntu_performance_stream failed to build on J-lowlatency due to tool package conflict

When trying to build ubuntu_performance_pts and ubuntu_performance_stream tests, the build will fail with:

This issue does not exist in J-generic.

From the source code it looks like this is because we are trying to install "linux-tools-generic" as well, and this conflicts with the linux-lowlatency-tools package.
