Bug Description

CPU is 1
/opt/ltp/
cpuhotplug02 1 TBROK: CPU1 cannot be onlined
INFO: ltp-pan reported some tests FAIL
It failed on c3.xlarge, c4.large, x1e.large.
Other instances trigger an early bailout and same thing happened on previous versions:
system doesn't have required CPU hotplug support because no_cpu < 2 and the test is not actually run.
