madvise11 in ubuntu_ltp_syscalls timeout with J-oracle

When testing the LTP update (LTP 20230516, commit 3ebc2dfa85c) on Oracle cloud.

The madvise11 test will timeout on specific instances:
  * BM.Standard2.52 (Spawning 5 threads, with a total of 800 memory pages)
  * VM.Standard.E3.Flex-4c.8m (Spawning 5 threads, with a total of 800 memory pages)

* SKIPPED: VM.Standard.A1.Flex-4c.8m (TCONF: hwpoison_inject driver not available)
* PASSED: VM.Standard2.1 (Spawning 4 threads, with a total of 640 memory pages)

This is affecting F-oracle-5.15, failing on BM.Standard2.52|VM.Standard.E3.Flex-4c.8m as well.

This issue can be found on F-azure-5.15.0-1055.63~20.04.1 Standard_A2_v2, Standard_B1ms and Standard_D4_v4 as well.

Test shows it will take (default is 1m):
 * Standard_D4_v4 - 2m35s
 * Standard_B1ms - 1m8s
 * Standard_A2_v2 - 6m8s
