powerpc/security: mitigation-patching.sh in ubuntu_kernel_selftests failed on K-5.19 P9

Bug Description

This is not a regression in this cycle, this issue can be found since 5.19.0-37.38, at that point we have the workaround for bug 2000778 added to the test.

This test is failing simply because the kernel has already been tainted before the test:

Next is to identify which test is causing the taint.

The taint is with code 16384, soft lockup occurred, caused by net:udpgro_frglist.sh test (bug 2015843)

One quick solution to this is the re-order the test sequence, testing this on maas@obruchev.
