mm:overcommit_memory fails when no swap memory

Bug Description

mm:overcommit_memory04 and mm:overcommit_memory05 fail periodically on the linux-xilinx-zynqmp/focal image. The failure's cannot be reproduced locally and only occur during regression tests on zcu102 and zcu104. The failing message looks like this:

mem.c:648: TINFO: set overcommit_memory to 0
mem.c:648: TINFO: set overcommit_ratio to 50

Similar failures have been reported on the ltp mailing list. The conclusion from the mailing list is that the error is the result of the system having no swap memory.

Since the failure is not easily reproducible on a standalone system it has not been confirmed that adding swap memory resolves the issue.
