Bug Description

On mcdivitt.* instances the VM creation fails with an internal error "Cirrus VGA not available" to connect to the monitor. This has happened in the previous cycles as well for the xenial:linux-hwe kernel. IMO it is a setup issues and there should be no VGA card configured for arm64 VMs.

Note that this is an old issue (bug 1749427), not a regression.
