Bug Description

On host vought with xenial:linux-hwe (2021.07.19):

[stdout] Configuring interfaces
[stderr] Error: either "dev" is duplicate, or "vrf" is a garbage.
[stdout] not ok 1..11 selftests: fib-onlink-tests.sh [FAIL]

Tests within the GKE environment all pass. Previous cycles were not using vought and in this cycle there were no other hosts used. But I suspect this is an issue related to the hardware. The same failure happens for lowlatency which was only running on vought this time, too.

Same problem spotted with linux-azure 4.15.0-1122.135~16.04.1, but the corresponding bionic linux-azure-4.15 kernel doesn't show this problem.

Found also on xenial/linux-oracle/4.15.0-1079.87~16.04.1. The test fib-onlink-tests.sh was not executed in previous cycle therefore it might not be a regression.
