bionic:linux 4.15 generic does not boot on aws a1.metal

Bug Description

The bionic linux 4.15 kernel (generic flavour) does not boot on AWS a1.metal instances. This is not a regression within the lastest SRU cycle, sru-20210719, as a1.metal was only recently added to this testing. I attempted to grab serial console logs, but this was all that was captured from the boot on the generic kernel:

This instance type does not appear to support the ec2 serial console. I also could not get a screenshot to work.

The bionic:linux-aws 4.15 kernel does boot without issue and is what nearly every user on AWS should be using.

Can be found with 4.15.0-155.162 this cycle.
