Bug Description
On s390x.kvm the freshly created instance cannot be reached via ssh. Possibly this is an issue obtaining an IP address within the second (third) level guest. Did a KVM guest from a zVM guest ever work? Is it using a virtual bridge with its own DHCP service or was it using and external (MaaS) server?

autotest runs with sudo , so this means it will attempt to use the sshkey in /root/.ssh, that did not exist on the target host, furthermore, the next line tells uvt-kvm to use the private-key in /home/ubuntu. This is what is causing the test to fail. I will check if this exists elsewhere and update the test accordingly.
