ubuntu_kvm_smoke_test: timed out waiting for ssh to open on s390x.kvm

Bug Description

On s390x.kvm the freshly created instance cannot be reached via ssh. Possibly this is an issue obtaining an IP address within the second (third) level guest. Did a KVM guest from a zVM guest ever work? Is it using a virtual bridge with its own DHCP service or was it using and external (MaaS) server?

+ uvt-kvm create bjf-test release=groovy arch=s390x
+ uvt-kvm wait bjf-test --insecure --ssh-private-key-file /home/ubuntu/.ssh/id_rsa
  uvt-kvm: error: timed out waiting for ssh to open on 192.168.122.86.

autotest runs with sudo , so this means it will attempt to use the sshkey in /root/.ssh, that did not exist on the target host, furthermore, the next line tells uvt-kvm to use the private-key in /home/ubuntu. This is what is causing the test to fail. I will check if this exists elsewhere and update the test accordingly.
