exercise in ubuntu_lxc fails on bionic/fips 4.15 amd64 (timeout)

This test doesn't look to have been ran on B/fips the last few cycles, so would not consider this to be a regression.

There is a bug report for this test failing on B/fips s390x on version 4.15.0-1053.61 Bug #1916546 with "Unable to locate package lxc", though that looks to be isolated to s390x with this being on amd64.
