gicv3-active from ubuntu_kvm_unit_tests failed on bionic arm64

gicv3-active from ubuntu_kvm_unit_tests failed on bionic 4.15.0-141.145 generic arm64 on host mcdivitt34-kernel

this is not a regression as it previously failed on 4.15.0-139.143 (though the prior version also had gicv3-ipi failing, which passed this time. This may be related to two other gicv3* failing tests reported in (gicv2-mmio-3p and gicv2-mmio-up):
